The Project: Deploy expert response (QR) codes to the town of Manor, Texas (citizens 5,800), beginning with public records and expanding to verifiable sites, municipal buildings and police vehicles. QR codes are a group of bar code that can be read by an application available for download to most camera-equipped cubicle phones. Users scan the code, launching a webpage where they can learn more about the tagged point.

The Business Case: When Dustin Haisler was appointed Manor's first CIO two years ago, he created a rota of modernization projects. First: Deploy a server. Marred: Organize more than 500 boxes of data that included town court judgements, police and utility records and structure permits. To search for specific documents, metropolis employees relied on handwritten labels on the facing of each box that listed its contents. The process was time consuming and disorganized--first painstaking during audit season, Haisler says.
